Bill Ryan is the Chairman and a founding partner of Pilgrim Strategies, LLC, a Boston based multi-disciplined government relations and strategic communications consulting firm.  Ryan’s professional experience includes public sector service as a former MA State Senate Chief of Staff to the Insurance Committee,  Chairman of the Weymouth Board of Selectmen, and transition director for Congressman William R. Keating (D-MA).   Ryan has extensive private sector experience as a former executive in the Massachusetts Property and Casualty Insurance Industry, and as a strategic solutions consultant to numerous companies and industry trade organizations with complex, multi –faceted governmental and public affairs challenges.   Ryan has led, created, advised or provided integrated strategic solutions for clients with high profile, complicated projects including the Redevelopment of the former South Weymouth Naval Air Station/SouthField, the effort to bring managed competition to the Massachusetts private passenger automobile insurance market, the siting of the Plainridge Park Casino at the Plainridge Racecourse in Plainville, MA, corporate mergers, state receiverships and numerous federal, state and local permitting matters.   Ryan brings a unique, in depth understanding of private sector operational needs as it relates to policy decisions made by public entities and the solutions based partnerships that create win-win situations that are the key to advancing private sector solutions in the public sector world.

C.J. Chapman is a founding partner of Pilgrim Strategies, LLC, a Boston based multi-disciplined government relations and strategic media communications firm.  C.J. has worked in various roles in the private sector, ranging from the financial services industry to political campaigns.  C.J. worked at Fidelity Investments as a senior manager in their Legal Product Group, where he was responsible for addressing mutual fund regulatory requirements with the Securities & Exchange Commission (SEC) and Financial Industry Regulatory Authority (FINRA).   In his role as a senior manager, he also managed a team of professionals responsible for the production of various regulatory reports.  C.J. has served various roles for Congressman William R. Keating (D-MA).  He acted as a field organizer for his 2010 primary campaign and led his advance team in his general election campaign.  He currently serves as an advisor to the Congressman’s political committee.  In his current capacity as Partner of Pilgrim Strategies, LLC, he creates and executes complex strategies for various private sector clients seeking high profile, public solutions.  He’s worked extensively with Penn National Gaming in their successful bid for a category 2 slot parlor license at Plainridge Park Casino.  He has worked on various complex permitting issues throughout the Commonwealth.  C.J. has a well rounded and diversified background that has allowed him to successfully create and manage complex strategies in highly publicized and fast paced environments.

Jim Quigley is the Executive Vice President at Pilgrim Strategies, LLC, a Boston based multi-disciplined government relations and strategic media communications firm. Prior to his arrival at Pilgrim Strategies – Jim Quigley served as Congressman Keating’s Deputy District Director/Political Director.

Jim Quigley has served as a lead media consultant for several Massachusetts campaigns. Notably Jim has served the lead campaign consultant for Congressman Keating’s campaign since 2018. As the Congressman’s top consultant Jim has built and maintained the campaign website, managed the campaign social media, and placed and signed off on digital ad buys for the 2018 and 2020 election cycle.

Jim has also consulted on several other down ballot campaigns in Massachusetts: including state, legislative and municipal elections. The scope of the consulting included an implementation and execution of a detailed, campaign plan that includes voter targeting, mail design, a digital marketing plan and implementation, and general consulting.
