BILL RYAN | CHAIRMAN

Bill Ryan is the Chairman and a founding partner of Pilgrim Strategies, LLC, a Boston based multi-disciplined government relations and strategic communications consulting firm.  Ryan’s professional experience includes public sector service as a former MA State Senate Chief of Staff to the Insurance Committee,  Chairman of the Weymouth Board of Selectmen, and transition director for Congressman William R. Keating (D-MA).   Ryan has extensive private sector experience as a former executive in the Massachusetts Property and Casualty Insurance Industry, and as a strategic solutions consultant to numerous companies and industry trade organizations with complex, multi –faceted governmental and public affairs challenges.   Ryan has led, created, advised or provided integrated strategic solutions for clients with high profile, complicated projects including the Redevelopment of the former South Weymouth Naval Air Station/SouthField, the effort to bring managed competition to the Massachusetts private passenger automobile insurance market, the siting of the Plainridge Park Casino at the Plainridge Racecourse in Plainville, MA, corporate mergers, state receiverships and numerous federal, state and local permitting matters.   Ryan brings a unique, in depth understanding of private sector operational needs as it relates to policy decisions made by public entities and the solutions based partnerships that create win-win situations that are the key to advancing private sector solutions in the public sector world.

C.J. CHAPMAN | PARTNER

C.J. Chapman is a founding partner of Pilgrim Strategies, LLC, a Boston based multi-disciplined government relations and strategic media communications firm.  C.J. has worked in various roles in the private sector, ranging from the financial services industry to political campaigns.  C.J. worked at Fidelity Investments as a senior manager in their Legal Product Group, where he was responsible for addressing mutual fund regulatory requirements with the Securities & Exchange Commission (SEC) and Financial Industry Regulatory Authority (FINRA).   In his role as a senior manager, he also managed a team of professionals responsible for the production of various regulatory reports.  C.J. has served various roles for Congressman William R. Keating (D-MA).  He acted as a field organizer for his 2010 primary campaign and led his advance team in his general election campaign.  He currently serves as an advisor to the Congressman’s political committee.  In his current capacity as Partner of Pilgrim Strategies, LLC, he creates and executes complex strategies for various private sector clients seeking high profile, public solutions.  He’s worked extensively with Penn National Gaming in their successful bid for a category 2 slot parlor license at Plainridge Park Casino.  He has worked on various complex permitting issues throughout the Commonwealth.  C.J. has a well rounded and diversified background that has allowed him to successfully create and manage complex strategies in highly publicized and fast paced environments.

JAMES QUIGLEY | EXECUTIVE VICE PRESIDENT

James Quigley is the Executive Vice President at Pilgrim Strategies, LLC, a Boston based multi-disciplined government relations and strategic media communications firm.  As the former Political Director for Congressman William R. Keating (D-MA), he was responsible for coordinating meetings and events for the Congressman as well as  tasked with  working with local elected officials and private sector stakeholders on issues and projects.  James worked on several legislative issues on behalf of the Congressman – a portfolio that included energy and climate, fishing, coastal issues, and insurance.  James also has vast experience with elections and campaigns as he served as the New Media and Rapid Response Director for Congressman Keating’s 2010 campaign, served as Congressman Keating’s liaison for the Massachusetts Democratic Party’s Coordinated Campaign in 2012 and 2014, and coordinated a campaign rally featuring Vice President Joe Biden for Senator Ed Markey’s campaign in 2013.  James’s 13 years of public sector experience has given him a unique understanding of how to cut through the red-tape of government bureaucracy to achieve positive results for private sector interests.
